This year as we slowly emerge from the devastation that COVID and world affairs has brought, we are pleased to bring forward the ILLY Commissioner Forum focused on the key challenges Prof Dame Carol Black reported and Local delivery guidance which are implementing the core objectives. In my time as a police officer, I came to understand the unintended consequences and subsequent damage caused by marginalisation and inequality within the justice system, and became a passionate advocate for challenging stigma and diverting people away from the criminal justice system. I helped to develop the Thames Valley drug diversion scheme which has triggered health-based drug interventions. Moreover, policies within education have changed to negate exclusions. Engaging all communities through diversion harmonises with a whole system approach. I sit on panels where I share my knowledge on evidence-based drug diversion, and emerging UK schemes. A recent UN Commission on Narcotics side event demonstrated this. |

I am the Lead GP for the Bristol Homeless Health Service. Before that I have spent many years in more traditional forms of General Practice, including always working in Out of Hours. I think it was in Out of Hours, staring at blank screens in the middle of the night, devoid of relevant patient information, that I became an enthusiast for data-sharing and interoperability. The Homeless Health Service functions so much better with access to relevant and up to date information which we can see in Connecting Care. |

Fran Draper

My background is over 20 years working across different settings in the NHS starting in a mental health crisis team and training as a mental health support worker. Realising that missing information between services and settings was responsible for many preventable adverse issues for service users, and so moving into the area of sharing data and information. Fran has worked across local authorities, primary and secondary care and in interoperability (joining up of data across organisations) for over 10 years. Now a Senior Project Manager and Engagement Lead at Connecting Care, (the Programme for Bristol, North Somerset and South Gloucestershire), she remains passionate about supporting front line colleagues to deliver better, safer care for everyone. |
Rough Sleeping Services In Hillingdon We are delighted to be joined by some key members of the Rough Sleeping Initiative in Hillingdon, where there are several organisations working closely together to end Rough Sleeping in the Borough. These include the local authority, the Substance Misuse Service, the local homelessness charity and the Mental Health team. The professionals who run these services are passionate about making a difference in the sector and have been working in partnership to do so.

NHS Foundation Trust delivers the substance misuse service in Hillingdon. Erikas Glavdelis – Team Leader/ Clinical Nurse Specialist. runs CNWL’s Rough Sleepers Team within Hillingdon and is passionate about helping improve the lives of vulnerable people. Eloise Ball – Eloise heads up the specialist Rough Sleepers Mental Health Team covering Hillingdon, Harrow and Heathrow Airport. She has been working as a social worker for mental health services for over 8 years and is a qualified Mental Health Professional and a Practice Educator |

Carys Hedley – head of Housing at Trinity. Trinity is a registered charity and we have been providing day services and supported housing in Hillingdon and Slough for over 12 years. They are committed to ending homelessness so we are creating local housing pathways, including: Outreach, Emergency Housing, Supported Housing and Affordable Housing |
