FocusOn: NDTMS Core DataSet – R

 

 At ILLY systems we are privileged to have been working within the substance misuse sector for many years. We take data quality very seriously so we’ve been working with OHID to ensure that your system has been NDTMS compliant since the introduction of Core Dataset C.

Our role is to provide a safe and secure systems that are compliant and trusted as we continue to make a real difference within the substance misuse sector. Within our latest upgrade process to ‘LINKS CarePath v2024’ , we have included the dataset changes required for your service to be compliant with the new NDTMS Core Dataset – CDS-R.

Throughout April, we will be releasing the latest version of LINKS CarePath to our clients that will be fully compliant with the CDS-R Changes.

OHID published their CDS-R Documentation in October 2023 which has outlined the changes that will be implemented. Below is a summary of these changes.
What is CDS-R and how does it impact you?

This new dataset is Core Dataset version R (CDS-R), which has been designed to further develop the collection of data and information which is used by both OHID professionals and commissioners, responsible for driving their local community improvement strategies.

The key changes in CDS-R are:

  • Upper Tier / Lower Tier Local Authority Codes:
    • For CDS-R, the DAT (Drug Alcohol Team) and LA (Local Authority) fields will no longer be included in the NDTMS extract, and the UTLA / LTLA codes will be mandatory. To support workers in collecting this data, users will be able to search for UTLA / LTLA codes when adding a client record:
 

  • Changes to the YP dataset to reflect changes in drug trends:
    • The YPOR (Young Person’s Outcome Record) now includes questions around vaping (nicotine and cannabis) and nitrous oxide use.
  • Individual Placement Support (IPS):
    • To support the national rollout of the IPS initiative, ‘Employment Status’ has now been added as an additional field in the Client Information Review (CIR).
  • HepC Interventions and Treatment:
    • Many services will have key initiatives in place to refer, treat and support individuals impacted by Hepatitis C. To help with this data collection, CDS-R will enable services to record details of individuals that have refused treatment, as well as a ‘Referred for Treatment Date’: 
 

  • Changes to Pharmacological Sub-Interventions:
    • To streamline the process of adding Sub-intervention Reviews (SIRs) for clients receiving pharmacological support, the ‘prescribing intention’ will now be set at a universal level and so will apply to whichever medication is being prescribed (rather than as its own separate item, as previously).
    • In addition, drug screening results for illicit opiate and cocaine use can be recorded as part of the SIRs process: 
 

  • Data collection for individuals who are vulnerably housed:
    • Additional, multi-select responses to the ‘Unsuitable Housing’ question on the Treatment Outcome Profile (TOP) and the YPOR have been added to capture more information for clients that are vulnerably housed. These are:
      • Poor Condition of Accommodation
      • Unsafe
      • Unsuitable
      • Affordability
      • Overcrowding
      • Does Not Meet Individual’s Needs
  • Changes to Modalities:
    • In-line with key initiatives proposed in the government’s 10-year drug strategy  – ‘From Harm to Hope’ – new Modalities have been added to the Secure Settings (Adult) dataset to enable NDTMS identify clients that are:
      • Accessing Mutual Aid
      • On a Drug Recovery Wing
      • Enrolled on the Incentivised Substance Free Living initiative 
  • Two Modalities have been added to the community datasets to support the service providers funded through the Housing Support Grant:
      • Housing Support Grant – Casework
      • Housing Support Grant – Financial intervention
    • In addition, the ADDER and Accelerator modalities have been removed from the NDTMS dataset for CDS-R
Next Steps:

The ILLY Support team will be working closely with your data leads to schedule your UAT and LIVE release this year and will help facilitate the sign-off process.

  1. Review the changes proposed in CDS-R in-line with local data processes
  2. Test and verify the new changes within your UAT environment
  3. Liaise with our training team who will design your training in-line with your local requirements
