NDTMS Compliance & Reporting

Full CDS-R coverage. Every treatment setting. Supporting NDTMS from CDS-C to CDS-S.

CarePath supports all five NDTMS CDS-R reporting datasets. It has supported NDTMS reporting since the early CDS-C era and was among the early systems to achieve CDS-C compliance. ILLY Systems has worked alongside substance misuse treatment providers for more than 30 years.

Technology that helps services support people to change their lives.

ESTABLISHED COMPLIANCE

All five CDS-R datasets. One established capability.

Supporting the full range of treatment settings has been part of CarePath’s approach for many years. As NDTMS requirements have evolved, we have maintained our reporting functionality across the services our customers operate.

Five CDS-R datasets supported in CarePath: Community Adult, Community Young People, Secure Adult, Secure Young People, and Criminal Justice Intervention Teams.

CarePath supports all five CDS-R datasets: Community Adult (AD), Community Young People (YP), Secure Adult (SA), Secure Young People (SY) and Criminal Justice Intervention Teams (CJIT). Dataset S introduces updated terminology for children and young people.

TESTING & VERIFICATION

Compliance demonstrated through testing, not simply stated.

Our team generates representative submission files and tests them through NDTMS’s own validation portals. We investigate discrepancies, raise findings with the national team and test again following changes or clarification. Our feedback has, at times, helped the national team verify its own dataset upgrades.

Five connected verification stages: Interpret, Generate, Test, Investigate and Verify again, including testing submissions through NDTMS national validation systems.

This describes our verification practice, not a formal NDTMS or NHS England accreditation.

DATA CONTINUITY & REPORTING

More than a national submission.

CarePath is a clinical and operational case management system. National reporting information is only part of the treatment record. We support both reliable reporting and the responsible movement of information when organisations change systems or providers.

CarePath data continuity: CDS-R imports and exports, events, case notes and attachments, and reporting and analysis. Used across services including rough sleeping, mental health, county lines, victim support and needle exchange.

We are preparing Dataset S import and export functionality while retaining support for importing existing CDS-R extracts. Migrations require appropriate planning, data mapping and verification.

FROM DATASET R TO DATASET S

Our planned transition to April 2027

Dataset S takes effect nationally on 1 April 2027, with the first submissions expected in May. We are preparing CarePath’s recording, reference data, validation, submissions and import/export functions for the new requirements.

Proposed Dataset S transition: October 2026 requirements, November 2026 development, January to February 2027 verification, March 2027 client readiness and national effective date 1 April 2027.

As with previous national dataset upgrades, ILLY will keep our clients and regional NDTMS teams informed of our development, testing and delivery timelines, allowing services to plan their preparations ahead of April 2027. The stages shown are our planned sequence; 1 April 2027 is the national effective date.
